NIAMS FY 2013 Operating Level: $504,859,701

The NIAMS is operating under the Consolidated and Further Continuing Appropriations Act, 2013 and the sequestration provisions of the Balanced Budget and Emergency Deficit Control Act. To review the NIH fiscal policy for grant awards in FY 2013, please see NIH Fiscal Policy for Grant Awards – FY 2013. The current NIAMS funding plan for research and training grants is cited below:

Research Project Grants (RPGs)

Noncompeting RPGs:

In accordance with current NIH FY 2013 fiscal policy, most noncompeting awards will reflect a reduction from the amount recommended on the previous Notice of Grant Award. For most noncompeting awards, this reduction will be approximately 5 percent. As explained in the Notice, some non-competing continuation awards have already been funded in FY 2013 at approximately 10 percent below the amount indicated in the previous Notice of Award: these will be partially restored to approximately 5 percent below the amount indicated. Commitments for continuation awards in FY 2014 and beyond will remain unchanged.

Competing RPGs:

  • The payline for competing R01 applications will be through the percentile of 12.0.
  • The payline for competing R01 applications from new investigators will be through the percentile of 15.0.
  • The payline for competing R21 applications will be through the percentile of 12.0.
  • The payline for R15 applications will be through the priority score 20.
  • The payline for the R03 application solicitation will be through the priority score 20.
  • A pool of funds has been set aside for selective payment. Applications chosen for select pay are those that do not fall within the current percentile payline, but which are deemed to have particular relevance to the Institute's scientific and health priorities. Projects to be funded on this basis are recommended by Institute staff and/or Advisory Council members. Applicants may not apply for select pay consideration. Final decisions are made by the Director, NIAMS, following staff discussion.
  • New and competing continuation grants are subject to downward negotiations, as has been standard NIAMS practice.

SBIR/STTR

  • SBIR applications will be paid through the priority score of 26.
  • STTR applications will be paid through the priority score of 26.

Research Centers:

  • New, competing continuation, and non-competing Center awards for FY 2013, including P30, P50, P60 and U54 awards, will be reduced by approximately 5 percent.
  • Commitments for continuation awards in FY 2014 and beyond will remain unchanged.

  • K23/24 applications will be paid through the priority score of 29.
