Jennifer Morgan Gray is the NIAMS Communications Director and Chief of the Science Communications and Outreach Branch (SCOB). SCOB manages multiple facets of public-facing communications for NIAMS, including interactions with the media, materials development (with a particular focus on underserved audiences), management of the NIAMS website and social media channels, and coordination with the NIAMS Coalition – all in support of a comprehensive communications strategy to disseminate information.

Previously, Jen served as the web and electronic media director at the Health Resources & Services Administration (HRSA), where she oversaw digital strategy and operations. Notably, Jen directed a comprehensive, multi-year revamp of HRSA websites to improve access to information with HRSA’s key audiences and users in mind. She also oversaw the agency’s multimedia efforts, especially in its intersection with social media, and provided communications counsel and management for overarching strategic communications initiatives and campaigns. Prior to her tenure at HRSA, Jen served as the director of communications and outreach at NIH’s Center for Information Technology (CIT). There, she formalized the Center’s communications program as its first permanent director. In addition, Jen led a broad range of initiatives to enhance internal organizational communications and enhance employee engagement, including the launch of CIT’s employee intranet. 

Jen previously served as acting communications director and deputy director at the Office of Communications in the Office of External Affairs at the U.S. Food and Drug Administration (FDA). She began her federal government career as a writer/editor and director of digital and editorial services at the FDA’s Center for Tobacco Products, where she completed a certificate in marketing program through Georgetown University. Before her federal service, she held communications leadership roles at the Elizabeth Glaser Pediatric AIDS Foundation, which aims to end AIDS in children. She started her career in book, magazine, and online publishing.

Jen is a graduate of the University of Virginia. She also completed NIH’s Senior Leadership Program, as well as OPM’s Federal Executive Institute's Leadership for a Democratic Society, which seeks to shape visionary leaders in government through an immersive learning experience.
