Summary

Sharon Glass is the Chief of the NIAMS Management Policies, Programs, and Initiatives Branch (MPPIB), a role that she has held since 2006. MPPIB is the principal resource for program and management analysis and is responsible for matters related to organizational design and effectiveness, administrative management, policy, and management controls.  As the Branch Chief, she is responsible for managing and directing the implementation of general administrative policies and procedures, management studies and surveys, the Continuity of Operations Program, performance management and awards program, delegations of authority, training and education programs, recruiting and retention programs, and other various administrative programs. Ms. Glass is the focal point for the Institute on development of services allowing for more efficient management and delivery of NIAMS’ programs.

Prior to joining NIAMS, Sharon was a Management Auditor in the Office of the Assistant Secretary for Health of the U.S. Department of Health and Human Services. During that time, she served as the focal point between the Office of Inspector General’s Office of Investigations and the U.S. Public Health Service (PHS) regarding the resolution of complaints of fraud, waste, and abuse by PHS employees, programs, contractors, and grantees.

In 1995, Sharon began her career with NIAMS as a Program Analyst in the Office of Program Planning and was responsible for conducting a wide variety of analytical studies and providing a rational basis for management policy and program decisions.  In September 2002, NIAMS created MPPIB and Sharon was asked to serve as Team Lead.  She was instrumental in defining the functional areas of responsibility for the newly created branch and, in September 2006, she officially became the Chief of MPPIB. In 2016 she successfully restructured the Branch to include two separate Teams: the Management Policies and Programs Team and the Management Initiatives Team, making MPPIB what it is today. 

Sharon has completed the NIH Senior Leadership Program as well as various leadership trainings with the HHS University. She has also completed financial accounting training through the University of the District of Columbia.  She has received numerous awards including, the NIH Director’s Award, NIH Merit Awards, Administrative/Personnel Initiative Performance Award, Health Partnership Program Award, and PHS Special Recognition Award.
