Rick Phillips
Mr. Phillips is Associate Director for Management and Operations and Executive Officer. He oversees all the Institute’s administrative management functions, including information systems and security, facilities management, procurement, financial management, human resources, committee management, strategic planning, program analysis and evaluation, legislative liaison activities, and communications. He works closely with the NIAMS Intramural and Extramural Programs to ensure the success and coordination of NIAMS programs and activities.
Mr. Phillips joined the NIAMS in December 2016 as the Deputy Executive Officer. He officially became the acting Executive Officer in August 2019. Prior to coming to NIAMS, Mr. Phillips served as a Branch Chief in the Office of Acquisitions at the National Heart, Lung, and Blood Institute.
